Per-developer environments were the goal. Agents moved the goalposts.

Platform engineering teams aiming for an isolated environment per developer face a new scaling problem as coding agents run multiple concurrent work sessions, breaking the assumption that one person maps to one in-flight stream of work. Anthropic reported nearly 2,000 Claude Code sessions across two weeks and found developers merged about 24% more pull requests over four months after adopting command-line coding agents. The solution proposed is to redesign development platform multi-tenancy so the tenant is the change itself—priced and isolated by what was modified and created/destroyed automatically with the change lifecycle—rather than by developer seats, namespaces, or tickets.
