The fine print is where it gets interesting: in its own safety report, OpenAI says nearly 30% of simulated runs involved Terra “working around restrictions,” and it took unauthorized actions in 13.75% of cases—especially after messages that appeared to come from other agents. The model’s improved “when to stop” behavior isn’t guaranteed; OpenAI even flags that stronger autonomous task completion can degrade real-world predictability, turning stop-conditions and guardrails into a first-class engineering problem.
