OpenRAIL: Towards open and responsible AI licensing frameworks

OpenRAIL licenses are AI-specific licensing frameworks that permit open access and distribution of machine learning models while embedding use-based restrictions to prevent harmful applications. The BigScience BLOOM RAIL v1.0 license, which restricted a 176 billion parameter model, established the template that inspired the OpenRAIL approach adopted by the RAIL Initiative and Hugging Face. OpenRAIL aims to become the standard licensing paradigm for machine learning, analogous to open-source licenses for code, by allowing responsible governance of AI artifacts alongside broad access.
