Providers of General-Purpose AI Models — What We Know About Who Will Qualify

The European Commission's AI Office published preliminary guidelines on April 22, 2025, clarifying which entities qualify as providers of general-purpose AI models under the EU AI Act and what obligations apply to them. The guidelines establish a computational threshold of 10^22 floating-point operations for presuming a text or image-generating model is a general-purpose AI model, with higher thresholds for models with systemic risk. Entities must now determine whether they fall under GPAI provider obligations, which include model documentation and copyright policies, or instead face downstream provider requirements under different AI Act articles.
