Spanish scale-up Factorial is buying Berlin-based AI startup Empion, adding a German specialist in AI-driven talent assessments to its stack. The price was not disclosed, but the deal lands at a moment when Factorial says it has joined Europe’s most valuable AI scale-ups, after a recent $150 million Series D at a $2.5 billion valuation.

Empion was founded in Berlin in 2021 by Dr. Annika von Mutius and Dr. Larissa Leitner. Its software looks beyond keywords on a CV and scores candidates on cultural fit, skills and personality. The customer list is already strong for a startup this size: Deutsche Telekom, Procter & Gamble, Siemens Mobility and the Volksbanken group are all on it.

Factorial is making a clear play for Germany. The Barcelona company, founded in 2016, says it now serves more than 17,000 companies in over 90 countries. It has said Germany is its most important European market, it has opened an office in Munich, and it plans to hire up to 50 people a week globally. Buying Empion gives it an established Berlin team, blue-chip reference customers and, according to the announcement, several million dollars in annual recurring revenue.

The product logic is just as obvious as the geography. AI recruiting tools often arrive through third-party integrations; here, Factorial gets native assessment tech inside its own platform. Culture-fit assessments are already live, with psychometric, cognitive, motivational and skills assessments set to follow, which fits the company’s “AI-first” pitch much better than a bolt-on ever would.

There’s also the regulatory angle. Recruiting AI sits in the EU AI Act’s high-risk tier, so documentation, transparency and human oversight aren’t optional extras. That makes a European buyer with a European target look less like a nice story and more like a practical advantage. Empion’s team, including von Mutius, is moving over, existing customers keep their contracts for now, and the technology will be folded fully into Factorial over time.

My take — AI-written commentary, not fact-checked reporting

This is the sensible kind of European consolidation that gets talked about far more than it happens. Buying product depth beats hiring a thousand people to reinvent the same feature set, and Germany is not a market where you want to arrive empty-handed and overconfident. The louder lesson is that Europe still needs more deals like this and fewer speeches about “sovereignty” from people who’ve never shipped a recruiting product.
