OpenAI’s Astra is reported to be significantly harder to monitor because chain-of-thought (CoT) monitorability is declining and CoT-based oversight is losing effectiveness. The Astra system card evaluates “GPT-6 Astra’s” monitorability using recall rates under non-adversarial and adversarial conditions. As a result, OpenAI says it may soon have reduced confidence in detecting misbehavior with current monitoring, and it is pursuing alternatives to CoT monitoring while warning against a “race to the bottom.”
