European Commission publishes EU AI Act guidelines and code of practice for general-purpose AI models

The European Commission published draft Guidelines on July 18, 2025 clarifying how the EU AI Act applies to general-purpose AI models, establishing computational thresholds of 10^23 FLOPs for GPAI classification and 10^25 FLOPs for systemic-risk designation. A Code of Practice was also issued setting compliance requirements for developers, including documentation maintenance, copyright policy adherence, and safety measures, with enforcement beginning August 2, 2026 for new models and a compliance deadline of August 2, 2027 for existing models.
